Achieving the correct complement of staff for a process, or system, is a key issue in the profitability and efficiency of any complex, multi-person system. It is necessary to strike a balance between ensuring that there will always be enough staff available to deal with any predictable emergency situation, whilst avoiding the economic penalty of overmanning. This requires a high-level analysis of the main tasks, so that a preliminary allocation of tasks can be made. The feasibility of these tasks can then be assessed to identify any potentially high workloads, or other problems. The required staffing levels for different scenarios can then be determined, It is also important during any manning, or complementing, study to identify potentially critical tasks, so that special attention can be given to providing highly operable interfaces and operator support for these tasks.
